Word by word
Most traditional characters have one simplified form, but some depend on the word: 著 is 着 in 看著 (看着) and stays 著 in 著作; 乾 is 干 in 乾杯 and stays 乾 in 乾隆. Each word gets the form it takes.
When it can’t tell
A character that is written two ways in simplified characters, with no word around it to say which, stays as you wrote it, dotted, and the line under the text names it. Nothing is guessed.
